Electronic Cigarettes For Legal High In New Zealand

Outlets of legal high or intoxicating drugs not prohibited by United Nations in Whangarei, New Zealand are hoping that electronic cigarettes dispensing synthetic cannabis might be the future of this industry. There is an expected new bill to be approved on its final reading and become a law next week that will fight against the effects of legal high.

Psychoactive Substances Bill

This will, once approved will put the responsibility of ensuring safety to manufacturers. With this bill, all legal highs shall be eliminated from every dairy and non-specialist shop. If approved, it will also prohibit the sale, access, possession and use of legal highs by people under legal age of 18. Manufacturers will be required to prove that their products are guaranteed safe. Every ingredient contained in a product must be properly listed on labels. Councils will also have new authorities to control and restrict legal high sales in their communities.

One of the legal high vendors in the area is Brew Store and its owner said that manufacturers have already conducted some focus groups. Once the bill is approved and passed as law, these manufacturers will release the new products in the market. The unnamed owner (as per his request) said that he is also certain that he will be able to change the stocks in his store in accordance to the bill. He actually does not stock up too much on his items because he fears that they will only be stolen by thieves.

Under the approved bill, this store and others like this will be classified as specialist store. By then, he also needs to comply to what the law states that stock should not be seen from the store’s entrance.

License To Sell

There is also another retailer from Whangarei, who would also apply for a permit or license to sell legal high. Both of these store’s owners are aware that there are electronic cigarettes being made right now (and these devices were originally intended to dispense nicotine) will be available soon on store shelves once the bill has been approved.

Leftover stock would then need to be safely disposed by retailers and the Health Ministry is already working along with the police force to come up and implement a system for this. This way, no legal high sales or anything of that sort would come up in many places just to dispose the merchandise and still earn some profits. If found guilty of not following the law, the unlawful retailer will be imprisoned or asked to pay a fine amounting to half a million dollars.

New Products Containing And Dispensing Cannabis Are Tested

Despite this impending legislation, industry participants are still eager to test and try some promising products, as stated by the general manager of Star Trust, Grant Hall. According to him, among the tested products are electronic cigarettes. During the tests, these devices were examined on being used to inhale the psychoactive substance into a person’s system, but producing very minimal damage. These electronic cigarettes are currently being tested by three legal high companies in NZ. In the focus groups held last month, these electronic cigarettes dispensing cannabinoids were said to be enjoyed and appreciated by the test subjects.
